The situation in the Nagorno-Karabakh region of Azerbaijan has raised significant concerns regarding the safety of individuals returning to the area. In response, the Canadian government has introduced measures to provide additional protections for people from this region who have received negative decisions on their immigration and refugee claims.


Eligibility for Pre-Removal Risk Assessment (PRRA) o Individuals from Nagorno-Karabakh with a negative final decision from the Immigration and Refugee Board of Canada or the Federal Court between

March 1 5, 2023, and March 14, 2024, can apply for a PRRA. o Those who received a final PRRA decision from Immigration, Refugees and Citizenship Canada (IRCC) during this period are also eligible.


  •  Notification by Canada Border Services Agency o The Canada Border Services Agency will inform eligible individuals subject to an enforceable removal order that they can apply for a PRRA.
  •  Responsibility of Applicants o Applicants must keep their PRRA applications up to date and notify IRCC of any changes.
  •  Eligibility to apply does not guarantee a favorable outcome; each case is assessed individually by IRCC officers based on the information provided.
  •  Restriction on PRRA Applications After March 14, 2024 o Individuals who receive a final negative decision after March 14, 2024, cannot apply for a PRRA for 12 months.
  •  Recent changes in country conditions would have been considered in the initial refugee claim or during the PRRA process.
